The 8th Annual Report is presented to the Chief Minister in March 2008. The Report has been prepared in accordance with teh Public Services Ombudsman Act 1998. It contains summaries of investigations undertaken and completed during this period with reviews and comments of the most salient issues of this last year. The Report also includes a separate Annexe.
The 7th Annual Report is presented to the Chief Minister in March 2007. The report includes a separate Annexe which contains investigations which we have completed during the year 2006.
Case 579 & 590 are published in the Gibraltar Chronicle. Case 579 & 590 get published on 15th May 2006 in the Gibraltar Chronicle. Case 579 - Complaint against Aqua Gib Ltd for the delay in connecting the Complainant's water supply to an independent meter and for charging the Complainant for water not consumed hy him.. Case included in the 6th Annual Report.(Page 33; 2005 Annual Report). Case 590 - Complaint against the Housing Department for refusing to include the Complainant's grandson in his housing application..(Page 66; 2005 Annual Report).

Case 546 - Complaint against the Department of Transport for refusing to register the transfer of ownership of the Complainant's vehicle. Case included in the 5th Annual Report.(Page 117; 2004 Annual Report). Case 588 - Complaint against the Department of Buildings and Works over their delay in processing the Complainant's claim form.(Page 41; 2004 Annual Report).
Case 485 gets published in the Gibraltar Chronicle. Case 485 gets published on 27th March 2006 in the Gibraltar Chronicle. Case 485 - Complaint against the HM Customs for the length of time that the Complainant was kept in detention before he was taken to be x-rayed at St. Bernard's Hospital. Case included in the 5th Annual Report.(Page 65; 2004 Annual Report).

Case 584 - Complaint against the Treasury Department for their failure to properly calculate the Complainant's pension. Case included in the 5th Annual Report.(Page 123; 2004 Annual Report).

Case 496 - Complaint against the Gibraltar Health Authority over their refusal to allow the Complainant to review the Complainant's medical records. Case included in the 5th Annual Report.(Page 76; 2004 Annual Report).

Case 513 - Complaint against the Royal Gibraltar Police for its failure to investigate a complaint. Case included in the 5th Annual Report.(Page 103; 2004 Annual Report). Case 566 - Complaint against the Department of Buildings and Works over the inordinate delay in carrying out repairs to the Complainant's flat. (Page 39; 2004 Annual Report).

Case 587 - Complaint against the Gibraltar Health Authority for not returning the Complainant's mother to King V Hospital and for keeping her in inhuman conditions at St. Bernard's Hospital. Case included in the 5th Annual Report. (Page 82; 2004 Annual Report). Case 592 - Complaint against the Department of Buildings & Works for refusing to repalce the Complainant's balcony windows which allegedly were in a dangerous state. (Page 43; 2004 Annual Report).

Case 548 gets published on Monday 14th November 2005 in the Gibraltar Chronicle -Complaint against the Income Tax Office for discriminating against the Complainant by reason of her gender. Case 490 - Complaint against the Housing Department for refusing to categorise the Complainant as requiring to be housed on social grounds. Case included in the 5th Annual Report. (Page 87; 2004 Annual Report) Case 594 - Complaint against the Department of Buildings and Works for undue delay in repairing the Complainant's washbasin. This case was also included in the 5th Annual Report. (Page 44; 2004 Annual Report)

Case 553 - Complaint against the Department of Social Security in respect of a low pension award. Case included in the 5th Annual Report. (Page 115; 2004 Annual Report). Case 570 - Complaint against the Civil Status and Registration Office for inordinate delay in dealing with the Complainant's application for exemption from immigration restrictions. This case was also included in the 5th Annual Report. (Page 61; 2004 Annual Report)
Case 540 gets published in the Gibraltar Chronicle. Case 540 gets published on Monday 10th October 2005 in the Gibraltar Chronicle - Complaint against the Gibraltar Health Authority for its unreasonable refusal to refer the Complainant to the UK for a much needed operation and for its ensuing refusal to refund to him the cost of the operation. Case included in the 5th Annual Report. (Page 79; 2004 Annual Report)
Code of Good Administrative Behaviour On 6 September 2001, the European Parliament adopted a resolution approving a Code of Good Administrative Behaviour which European Union institutions and bodies, their administrations and their officials should respect in their relations with the public. The idea of a Code was first proposed by Roy PERRY MEP in 1998. The European Ombudsman drafted the text, following an own-initiative inquiry and presented it to the European Parliament as a special report. The Parliament's resolution on the Code is based on the Ombudsman's proposal, with some changes introduced by Mr PERRY as rapporteur for the Committee on Petitions of the European Parliament. The Code takes account of the principles of European administrative law contained in the case law of the Court of Justice and also draws inspiration from national laws. Needless to say this European Code of Good Administrative Behaviour should also apply in Gibraltar. Click on picture to view the Code.
The 5th Annual Report is presented to the Chief Minister in February 2005. The report is prepared in accordance with the Public Services Ombudsman Ordinance, 1998. It contains summaries of some formal investigations undertaken and completed during this period. An annex is also produced and presented to the Chief Minister containing all the other cases investigated during the period.
