Dr. William Ronald Coram BSc, MSc, PhD, Hon. DUniv, C. Eng, MIET, MCIBSE
Public Services Ombudsman
Dr William Ronald Coram has a wide spectrum of experience from both the UK and Gibraltar Civil Service, stemming around 30 years in total. He recently retired as Government Director of Economic Development and Principal of the School of Health Studies (GHA). Formerly, he carried out roles as Director of Employment, Principal Housing Officer and Chief Training Officer. Ron, as he prefers to be called, has a BSc Degree with Honours in Electrical & Electronic Engineering (Lancashire Polytechnic), a MSc Degree in Construction Project Management (Heriot-Watt University Edinburgh) and is registered as a Chartered Engineer by membership of (a) Institution of Engineering & Technology and (b) Chartered Institution of Building Services Engineers. He completed academia by obtaining a Doctorate (PhD) Degree (Manchester University- UMIST) in Management Sciences. During his final spell working in the Gibraltar Civil Service, Ron was awarded an Honorary Degree (Doctor of the University) by Kingston University London “….in recognition of his outstanding contribution to enterprise, education and employment within Gibraltar…” On the 1 st May 2021, he was unanimously appointed ‘Public Services Ombudsman’ by the Gibraltar Parliament.

Nicholas Caetano
Deputy Public Services Ombudsman, Head of Investigations & Staff Manager
Nicholas is a qualified barrister who prior to his appointment as Senior Investigating Officer/Legal Adviser to this office in April 2012 practised law privately with different law firms for twelve years. Nicholas has a special interest in constitutional and administrative law and his years of experience assists the office in the administrative legal aspects of our investigations.

Karen Calamaro
Senior Executive Investigating Officer & Finance Manager
Karen has worked in both the public and private sectors equipping her with an array of experience and knowledge which she consistently applies to our Ombudsman investigations. Karen is particularly skilled at compiling detailed yet objective reports on complaints received, and excels at providing answers to the grievances posed by complainants- from the simple to the complex. She has continued to develop professionally by successfully completing courses on a wide range of Ombudsman related themes. karen.calamaro@ombudsman.gi

Nadine Pardo-Zammit
Executive Assistant to the Ombudsman & Public Relations Manager
After having been working at the Ombudsman Office since 1999, Nadine has a wealth of information which is of great benefit when assisting those members of the public who come seeking our help. Steffan Sanchez
IT Support Executive Officer & Human Resources Manager
Responsible for all the Information Computer Technology at the office and also provides technical support to the staff. Steffan is tasked with keeping the Ombudsman updated of statistical and other information, As with Nadine, he has a wealth of experience and has been working for the Ombudsman since it first opened in Gibraltar. steffan.sanchez@ombudsman.gi

Sarah De Jesus El Haitali
Executive Investigating Officer
After having volunteered with us while completing her Master's Degree at the University of Bristol and subsequently working at the Complaints Handling Scheme (Health) regulated by the Ombudsman for two years, Sarah is now a member of our staff and is tasked with the conduct of investigations and the writing of reports. Sarah has an Honours Degree in Legal & Crime Studies and a Master of Laws in International Law. sarah.dejesus@ombudsman.gi
